rules: on Ran Reload Chat room

1: no spaming / no flooding
2: ask related topic on Ran Reload
3: no bad word
4: no adverticement of other server except Ran Reload
5: no bugging of chat room or even ingame and forum
6: respect CM, GM, and other players

Enjoy Chatting and Ingame playing

GM / Admin may approve or not better to set a mini rules on chat room to have a bit of order
